PATIALA: Central Electricity Regulatory Commission (CERC) has issued notice to Punjab State Load Dispatch Centre (SLDC) PSEB Patiala and RK Duggal chief engineer system operations and controls for non compliance of instructions of Northern regional Load Dispatch Centre(NRLDC).

CERC has issued notice by name to RK Duggal Chief Engineer System Operations why he should not be deemed guilty for flouting the instructions of Northern Regional Load dispatch centre under section 149 of act. As per order he is the person responsible for conduct of affairs and business of system operations in the state. It is the first time that CERC has issued notice by name to concerned chief engineer.

Northern Regional load dispatch centre in a letter to power utilities has asked the power utilities to restrict over drawls when the system frequency goes below 49 Hz in the interest of grid security. NRLDC reported to CERC that PSEB resorted to over drawl of power on six times ranging from 110 MW to 356 MW in the month of October straining the system and PSEBs state load dispatch centre did not adhere to its instructions and is thus liable to penalty as per section 29 of grid code.

S Jayaraman Member CERC has been appointed adjudicating officer to hold enquiry against PSEB SLDC and RK Duggal Chief Engineer under section 29 of act for adjudging the non compliance of directions of NRLDC. The PSEB officers have been asked to appear before enquiry officer on February 6 2009
