Letter to Er. H.S. Brar , Chairman, PSEB, Patiala regarding Creation of the post of Chief Engineer ARR and TR and allied posts.

The post of Chief Engineer/ARR and TR along with the allied posts have been created vide Deputy Secretary/Personnel Office Order No. 9783/Cadre-I dated 5.2.09. Whereas the Association welcomes creation of separate post of Chief Engineer/ARR & TR which is a highly specialized and critical job, but at the same time resent the creation of the post of Director/Tariff Regulation (Finance) and Deputy CAO/TR (Finance) by abolishing engineering cadre posts of Director/TR-I and Deputy Director/TR-I. Not a single post of Accounts Wing has been touched to create middle / higher level posts of Accounts Cadre whereas two number posts of Engineering Cadre have been abolished to create one post of Chief Engineer.
Secondly Deputy Director/Tariff-Reg.-II has been placed under the control of Director/TR (Finance) although this directorate has been created with the plea that it has to deal with financial matters relating to tariff determination.
The abolition of two posts of the Engineering Cadre and placing Deputy Director under the Administrative Control of Director/TR (Finance) has caused demoralization in the Engineering Cadre which needs to be rectified.
It is therefore requested that injustice done to the Engineering Cadre be addressed at the earliest by suitably amending the said Office Order.
