CHANDIGARH: Punjab State Electricity Regulatory Commission has allowed the short term power purchase of 2578 million units (MU) from April, 2013 to October, 2013. Punjab State Power Corporation Limited (PSPCL) had sought approval of power procurement plan on short term basis for the year 2013-14.It had sought the approval of commission for purchase of 4239 MUs power on short term basis for the 7 months period April-13 to t Oct-13 to meet the demand.
It had further stated that in case of slippage of any upcoming projects, the additional procurement equivalent to the generation of the plant may also be allowed. Recasting for demand as well as energy requirement but PSPCL has provided only energy requirement forecast for 7 months of 2013. The un-restricted demand from April, 2013 to October, 2013 has been assessed by PSPCL as 35256 MU by increasing the un-restricted demand for the same period of 2012-13 by 5%.
The Commission, however, observed that due to deficit monsoon during the year 2012-13, the un-restricted demand for this year cannot be taken as base year for computation of demand for the year 2013-14. Thus, the un-restricted demand from April to October, 2013 has been assessed by twice increasing the un-restricted demand for the same period of 2011-12 by 5% which comes out to be 34252 MU against availability of 32723 MU worked out by PSPCL.
In view of above, Commission approves the short term power purchase of 2578 MU from April, 2013 to October, 2013 for meeting the un-restricted demand of PSPCL. Further PSPCL is advised to procure power in a judicious and economic manner to maintain its commercial viability.
