Frequent transfers destabilizes the PSEB system operation office

PATIALA: The frequent transfer of Chief Engineers System operation PSEB during last two years has destabilizes the most sensitive office of board.
The office of system operation is responsible for managing the integrated power system, regulating the power drawls in co-ordination with NRLDC from the grid and power purchases. The system operation functions are carried out round the clock with the support of highly technical system.
During last two years 8 chief engineers have been posted at this sensitive post for a period varying from one month to few months. The chief engineers who served at this post are S K Aggarwal, HS Garcha, Narinder Dixit, MS Dua, RK Sharma SK Duggal SK Jindal and VK Gupta.
It may be mentioned that KS Jolly who retired as Chief engineer from this post was made advisor system operation after his retirement on October 31,2007.He got an extension last year and may get yet another extension next month on the plea that present chief engineer is new for the job.
It is interesting to note that SK Jolly as advisor is responsible for all the power purchases being made by board. There are no such provisions in delegation of powers that an advisor can purchase power worth thousands of crore of rupees.
The recent transfer of SK Jindal from the post of Chief engineer system operation may be a step towards another extension for Jolly. It may be mentioned that Jindal had been associated with the office of system operation for a number of years at different posts.
PSEB Engineers Association has been opposing the appointment of retired officials as advisors to board. Last year following representation by the association to board and government further extensions to number of officials was denied. However two chief engineers and one assistant executive engineer managed to get further extension.
