PSEB engineers flay restructuring plans

The Punjab State Electricity Board Engineers Association has expressed concern over the pattern of government to restructure the board.
In a release on Thursday, association general secretary Bhupinder Singh said the government was focusing on mobilising loans to restructure the board instead of making the power sector financially viable and efficient.
The body cautioned that restructuring is a high risk and irreversible process that cannot be undertaken without clear objectives and the capacity to bear huge financial cost during transition period.
Citing examples of Gujarat, UP, and Karnataka, the association pointed out that many reforms committees had recommended steps under financial restructuring plan that the state must take to clean balance sheets.
The total financial burden on the Punjab government would be huge in view of the annual subsidy bill of Rs 3,000 crore and accumulated losses of over Rs 10,000 crore, the association said.
Restructuring the board without adequate financial support during transition would be meaningless, it said.
