PSEB Engineers Association condemn the vindictive attitude of Chairman
Patiala: PSEB Engineers’ Association has condemned the vindictive attitude of Chairman and alleged that inept handling of the affairs of the Board by the top executive has totally paralyzed the working of the PSEB.
The executive committee which held its emergency meeting today condemned the vindictive attitude of the Chairman and various instances were quoted by the members indicating that decisions taken during his tenure smack of bias, prejudice and nepotism. Due to partisan working, he has lost the confidence of the engineering community.
HS Bedi President of Association said that in view of the great resentment prevailing in the cadre, it has been decided that Association will not cooperate with the Chairman. A core committee has been formed to take appropriate decisions to tackle the situation.
Bedi further said that while disciplinary actions are being initiated against engineers en-mass on flimsy grounds but real culprits such as power thieves and contractors are not touched. It was felt that most of these actions were taken due to bias and prejudice rather on sound administrative grounds.
The functioning of the Board has become chaotic due to absence of credible leadership and command to carry all the members along for smooth conduct of Board’s business. In the process, the employees andengineers are suffering since even petty issues remained unresolved leading to unrest amongst staff members.
Bhupinder Singh General Secretary of Association said that over 400 engineers have been deprived of revised pay scales due to indecision of the Board to issue necessary clarification on option date although the revised scales were issued four months back. Promotions are being denied because even after a lapse of 9 months, DPC has not been held for promotion to the level of assistant executiveengineers.
Some officers suffering from serious ailments are moving from pillar to post to get their medical bills cleared but there is no authority to listen to the grievances of the officers. Even an ex-technical Member of the Board who is battling for his life had failed to get response from the Board authorities.
It was felt that most of the officers are being penalised not on the basis of any direct involvement or connivance but in their supervisory capacity as per old rules and norms without taking into account manifold increase in workload and lack of infrastructure support.
The cash counters of PSEB are without cashiers; Board’s offices are without chowkidars, divisional officers are clearing the bills without divisional accountants and other trained staff just to keep the department running. However, when ever any mishap occurs, the same officers are placed under suspensions and charge sheeted by the management to cover up their own shortcomings.
