Engineers oppose extension to Director Technical HPGCL

Chandigarh: Haryana Power Engineers Association has opposed the third extension of Director Technical HPGCL who is responsible for poor planning of states thermal plants.

R S Dahiya President of Association said that Haryana lost millions of units of power daily due to inefficient decisions of Director Technical that had led to power crisis in state. In the coming summer months power position is going to worsen if no changes are made at top level.

Discoms will have to purchase power at costly rates to tide over the difficult situation created by an individual whose name is again recommended for thirdextension.

The sorry state of affairs in Yamunanagar thermal plant, Khedar thermal plant and Panipat thermal plant are all due to his wrong decisions.

Yamuna Nagar Thermal Plant remained under shut down for three weeks from February 22 to March 15 as immediate shut down of unit was not allowed by Director Technical.

Even unit no. 2 is running at 170 to 180 MW of load against full load of 300 MW loosing 70 lakh units daily.

During first fortnight of March there was a generation shortfall of 1076 Lac units 600 MW Khedar plant which was synchronized on coal firing in second week of February has not become stable so for.

Even running the unit at half load even for few hours is posing problem. The utility had to pay penalty for coal unloading problems.

Khedar unit was supposed to commence commercial operation from Feb 2010, but during first fortnight of March it could generate only 153 lakh units at a plant load factor of just 7.6percent with a generation shortfall of 1863 lakh units.

Haryana had to over draw 2494 lakh units from the northern grid at a cost of Rs 108.9 Crore at average rate being Rs 4.37 per unit.

Panipat stage 1 units remained under long shutdowns due to inflow of lubricating oil in turbine shaft leading to over heating of turbine.

According to Association the power position has worsened due to wrong taken by Director Technical HPGCL and this person is seeking third extension for himself.

The management has recommended his name for extension despite his poor performance.
The Association requests Haryana Government that a new Director Technical may be posted in his place after expiry of his second extension
Association demands explanation from director technical HPGCL why PG test at DCRTPP was delayed, why unit no. 2 is operating at just 60precent and why the commissioning schedule of Khedar 1 could not be achieved.
