Bureaucrats set to gain most from unbundling

: Bureaucrats and finance officials are likely to be major gainers from the unbundling of the PSEB into two companies.

According to sources, there will be three directors on the finance and accounts side in the new companies, against the one post of member-finance in the present set-up. Two posts of director, HRD, and two of CEO in the companies are like- ly to be filled from among IAS officers.

The CEO of the Generation and Distribution Company (GND) is also likely to be an IAS officer. The other direc- tors of the company will be for operations (distribution), material procurement, ther- mal generation, hydel genera- tion, HRD, finance (distribu- tion) and finance (generation).
While the first four directors are likely to be engineers, the other two would be from the finance and accounts side.

The transmission company, Transco, to be headed by a CEO, will have directors for opera- tions (transmission), HRD and finance-cum-accounts. It is not yet clear if the commercial side is to be headed by a director or chief engineer.

According to the report pre- pared by the consultants, the maximum qualifying age for the post of director should be 58 years and for CEO/execu- tive director 60. The govern- ment is reportedly under pres- sure to waive this condition.

In the present PSEB set-up, Chairman H.S. Brar, Member (Generation) G.S. Sra and Member (Transmission) S.C. Sabharwal have already crossed the age of 60. Member (Distribution) K.D.
Chaudhary has 58.

According to seniority in the PSEB, G.S. Chhabra, H.S.
Nagpal, Shashi Dixit, Arun Gupta and Arun Verma are the senior most engineers.
