Chandigarh: The three member selection committee is meeting on Friday to finalise their recomendations for the posts of CMD and Directors of Punjab Powercom and Punjab Transco.

Punjab Government has invited the applications for various posts of CMD and Directors in the two newly formed power utilities in place of PSEB.A three member selection committee comprising of Chief Secretary, Principal SecretaryPower and a Technical expert from NTPC was formed to recommend two names for each post.Government will select one person from two names recommended by selection committee.

The unbundling of PSEB in to Powercom and Transco does not appear to have a positive impact on the people of Punjab.

The unbundling of PSEB will follow by financial and cadre restructuing of two companies on professional lines and a very strong HR and financial management initiative is required. Such initiatives were responsible fpr making strong NTPC and NHPC as world class organisations.

But there is no body in PSEB to lead such change in management process.Punjab Government is reportedly under pressure by a central minister to accomodate an ex public relation officer as Director HR with no experience in Hr or financial restructuring.

A similar position exists in finance and engineering wings of PSEB also. On finance side two people who acquired CA or ICWA degrees with passage of time with no experience of financial restructuring want to occupy position of DirectorFinance in Powercom and Transco.

On engineering side Punjab Government has failed to find a single good and efficient technocrat Manager for Transco and has decided to appoint Member Finance of erstwhile PSEB as CMD Transco .
According to sources Punjab Government could identify only an ex member distribution to head it as CMD and a serving engineer as Director Generation .For other posts engineers are running around to fill the remaining vacant posts in two companies.

All posts in HR and finance wing and 50 percent posts in engineering wing are required to be reserved for experts from central and privatre sectorpower related organisations to introduce fresh blood and mew vision in punjab power sector. Any failure to Punjab power sector on rails may cost heavily in next general elections for the ruling party.
