HPGCL loosing Rs. 2 crore daily at Yamunanagar Thermal Plant , alleges Engineer's body

YAMUNANAGAR: Haryana Power Generation Company Ltd. (HPGCL ) is loosing Rs. 2 crore daily on account of less generation by its two thermal units at Yamunanagar Thermal Plant.

All India Power Engineers Federation (AIPEF) Tuesday alleged that as per official records of Haryana SLDC it has been observed that while unit 1 of Yamunanagar thermal plant is operating at 285 MW as against the installed capacity of 300 MW whereas unit 2 is operating at only 170 MW. There is a short fall of 15 MW from unit 1 and 130 MW from unit 2 totaling 145 MW while Haryana is experiencing acute energy shortage and power cuts of extended duration, said Padamjit Singh spokesman of AIPEF.

In addition Haryana is heavily over drawing from the grid and incurring daily liability of more than 4 crore through UI account which represents the charge payable on account of over drawl from the Northern Grid.

It may be mentioned that two units each of 300 MW were put on commercial operation on April 14 2008 and June 24 2008. Despite a lapse of two years these units have not yet been finally taken over by HPGCL from the EPC contractor Rinfra. These units have Chinese equipment which has been constructed and installed by the EPC contractor.

The total generation loss for April was 1034 lakh units with the daily figure varying between 27.86 lakh units and 69.07 lakh units. Due to this loss of generation of 1034 lakh units the corresponding UI value works out to Rs 78.92 crore. However, by generating less there was a fuel saving of Rs 18.52 crore means that the net loss to Haryana due to lower generation at Yamunanagar thermal plant for the month of April was 60.40 crore. The corresponding loss figures for first 16 days of May work out to be Rs 17.52 crore.

Padamjit Singh said that even now the pending works and tests have not been completed by the EPC contractor due to which the final takeover of thermal units has not been achieved.

In particular the disastrous failure of the electro static precipitator of unit 2 has still not been attended with the result that the daily generation loss of 130 MW and corresponding UI liability to the tune of Rs 2 CR per day is continuing.
Recently, the planning commission of India had expressed serious concern that whereas large no. of orders for Chinese equipment have been placed for power plants in India, there is a serious lack of vendor support which could jeopardized the entire capacity addition programme based on Chinese equipment.
