Hissar: All India Power Engineers federation has alleged that after the failure of two trial runs of Khedar thermal plant, Reliance Infra EPC contractor is conducting the third trial with 40 percent blending of imported coal to make trial run a success.

Padamjit Singh Chairman AIPEF In a letter to Chairman Central Electricity Authority(CEA) has stated that that EPC contractor Reliance is using an abnormally high blending of 40 percent imported coal so as to achieve full generation. The thermal plant has a coal linkage of 5.5 MTPA from Mahanadi Coal Fields and is not supposed to run on blended/ imported coal. It may be mentioned that the unit-1 was synchronized on oil firing on December 29 last year .

During third trial run it has been found out from engineers at Khedar Thermal Plant that the unit is being run with 40 percent blending of imported coal and achieved load of 600 MW before tripping next day. It is evident that if the unit had been run with exclusively on indigenous coal, it would not have achieved 600 MW.

Haryana Electricity Regulatory Commission in its tariff order for the current financial year showed that the coal to be used at Khedar thermal plant would be of 3700 GCV. In case indigenous coal is blended with 40 percent imported coal of higher GCV , the GCV would be in the range of 4800-5000 kilo calories/ kg. The trial run of this unit is certainly required to be carried out using coal of a GCV for which the boiler is designed and not for a blended coal having a higher GCV.

It is not out of context that HPGCL engineers at Khedar Hisar are being side lined and ignored by the EPC contractor whose prime objective appears to be for completing the 14 days trial run with the help of high GCV imported/ blended coal.

The letter has alleged that it is well known that the EPC contractor Reliance has got considerable influence and clout with the Haryana Government as well as HPGCL and there is every possibility that the trial run may not be properly supervised and conducted since the HPGCL engineers who could have played a role for supervising and checking are being systematically sidelined.
