AIPEF points out irregularities to Haryana CM in trial run of Khedar

CHANDIGARH: All India Power Engineers federation has pointed out irregularities to Chief Minister Haryana being committed by EPC contractor in trial run of Khedar thermal plant.
Shaliender Dubey Secretary General AIPEF Wednesday stated that in the third trial run of Khedar Thermal plant that started on July 20, HPGCL engineers have informed that the EPC contractor Reliance Infra is using blended coal with 40% component of imported coal so as to achieve the requisite 600 MW capacity which could not be achieved during the previous two trial runs.
Khedar plant is supposed to operate with Indian coal having gross calorific value of 3700, whereas with the blending of imported coal, the GCV would increase to about 4800-5000.
Haryana Electricity Regulatory Commission in its tariff order for the current financial year showed that the coal to be used at Khedar thermal plant would be of 3700 GCV. The trial run of this unit is certainly required to be carried out using coal of a GCV for which the boiler is designed and not for a blended coal having a higher GCV.
It is not out of context that HPGCL engineers at Khedar Hisar are being side lined and ignored by the EPC contractor whose prime objective appears to be for completing the 14 days trial run with the help of high GCV imported/ blended coal.
Meanwhile Padamjit Singh has written a separate letter to CEA Chairman alleging that it is well known that the EPC contractor Reliance has got considerable influence and clout with the Haryana Government as well as HPGCL and there is every possibility that the trial run may not be properly supervised and conducted since the HPGCL engineers who could have played a role for supervising and checking are being systematically sidelined.
