Alarming increase in line losses of 11 KV feeders in Haryana
There has been alarming increase in line losses in transmission system
in Haryana. Regulatory Commission has asked the Government to look in
to the matter.

ALARMING INCREASE in line losses by several 11 KV feeders is adversely
affecting the financial heath of power utilities resulting in complete
erosion of their net worth, Haryana Electricity Regulatory Commission
(HERC) Chairman has pointed to Government
Chairman HERC has written a DO letter on October 5 to Financial
Commissioner(Power) drawing the attention of Government to important
issues which somehow are eluding the attention of the power utilities
at top management level.
The commission has maintained that it is of firm view that such a
sorry state of affairs resulting in line losses are continuing because
of lack of proper supervision on the part of senior officers of the
distribution system. The data is recorded by very junior level
officers and the authenticity of data recorded by them is not verified
by the seniors.
Chairman HERC in his letter maintains that the 11 KV feeders with 80
% loss and above continue to exist and number of feeders showing loss
50 % and above are increasing instead of going down .despite the fact
that all agriculture feeders have been segregated from rural domestic
feeders.
Number of feeders in Dakshin Haryana Vidhyut Nigam with losses of more
than 50 % has increased to 313 in second half of financial year
2009-10 from 208 in the first half of financial year. In Bhiwani
circle alone the increase in such feeders is more than three times
from 45 to 155. In Narnaul where there was no feeder with more than 50
% line losses has now 19 such feeders.
In Uttar Haryana Vidhyut Nigam the number of feeders with line losses
of more than 50 % is 208 and where losses are between 25 to 50 %the
number of such feeders is 398.
Jhajjar and Rohtak top the list of such feeders with more than 50 %
line losses in the nigam. Jhajjar and Rohtak have 83 and 55 such
feeders.
Panipat Kurukshetra kaithal and Yamunanagar are those circles where
there is no feeder with more than 50 % line losses. Jind with 98
feeders tops the list of feeders with losses between 25 to 50 %.
HERC has advised the government to designate Deputy Commissioner of
each district as nodal officer for carrying out review work the
detailed review the distribution losses and local Superintending
Engineers to submit monthly report to concerned DC.
