Commercial run of 600 MW second unit, of Hissar, not declared
HPGCL authorities has claimed that the commercial run of second 600 MW Hissar thermal unit started on March 1. But the RTI information received reveals no such order has been issued.

THE COMMERCIAL run of 600 MW second unit of unit of 1200 MW, Hissar, thermal plant has not yet been declared, as claimed by HPGCL authorities, as per the RTI information received from HPGCL office.
After the trial run of 600 MW Hissar unit no. 2 from February 13 to March 1, it was claimed by a senior official that 600 MW second unit of the1200 MW Rajiv Gandhi Thermal Power Project at Hissar /Khedar started generation on commercial basis after the successful completion of its trial operation and capacity of the HPGCL had gone up to 3,230.5 MW.
As per the RTI information received, a committee comprising of 9 officers was constituted for monitoring the trial run of Khedar unit 2. The report of the HGPCL Committee noted down several deficiencies observed in the operation of the unit during the trial run.
This committee report has nowhere concluded or recommended that the trial run was successful. In particular, the committee has pointed out serious defects in the Ash handling system, in the ESP system, coal handling plant, coal mills, drum safety valves, instrumentation, and actuators, etc. The committee report also stated that tripping of major auxiliaries was bypassed to avoid tripping of unit.
During 14 days of trial run the PLF was only 74.27 per cent and the specific oil consumption was 16.53 ml /unit. The oil consumption, of a full load running unit, was many times the normal consumption.
The unit has not become operational after tripping on March 9th and the pending defects are still being attended. Padamjit Singh, Chairman AIPEF, has written to Power Ministry that since this is a new Chinese unit, the prolonged outage of the unit, just after the completion of 14 days trial run, is a matter of concern.
