DVC likely to miss deadline committed to Supreme Court on Chandrapura units

Damodar Valley Corporation (DVC) is likely to miss deadline committed to Supreme Court regarding commissioning of Chandrapura Thermal Power Station (CTPS) Unit no. 8 and 7.
DVC has given a commitment to Supreme Court about completing the commercial operation /commissioning of CTPS unit no. 8 by first week of June 2011 & CTPS unit no. 7 by first week July 2011.It may be mentioned that a civil suit has been filed in the Supreme Court by the Delhi Discoms against DVC on the subject of non supply of contracted power by DVC to Delhi from CTPS 7, 8. DVC had taken plea that CTPS 7, 8 have not yet attained commercial operation and committed before Supreme Court new schedules.
The trial run of CTPS unit 8 started on 03 May and it was discontinued on 14th May due to outage of unit due to boiler tube leakage. This unit could not successfully complete the fourteen days trial run and has not been revived since then. There is no chance to complete the trial run before June 1.
In case of CTPS unit 7, the generator rotor of the unit got damaged 1 year ago on May7, 2010. The new rotor has now been supplied by BHEL Haridwar. In case of unit 7 even if the rotor of unit is installed the unit would still not run unless the cannibalized parts are provided by BHEL. Large number of components of CTPS unit 7 have been cannibalised to run CTPS unit 8, particularly from main steam line, governor and instrumentation. The unit would not be in a position to run because of the spare parts taken for unit 8. CTPS unit 7 is already more than 4 years late and it may take up to 1 more years.
It may be mentioned that BHEL was awarded turnkey contract for 250 MW CTPS units 7, 8 in June 2004 with target commissioning dates of Jan & March 2007. BHEL is yet to complete trial run of units and performance guarantee tests are to be carried out immediately after the conclusion of the trial operation.
