ALL INDIA Power Engineers Federation (AIPEF) has sought the intervention of Chief Minister Haryana Bhupinder Singh Hooda to resolve the long pending genuine demands of Power Engineers.
Shaliender Dubey Secretary General AIPEF wrote a letter to Haryana CM earlier this week and had brought to focus the resentment amongst Haryana Power Engineers, despite the fact that they are putting their best efforts to improve the power position of the state.
Dubey said that the Assistant Engineers in the Power utilities are being paid lowest salary throughout India as well as with the State Government Assistant Engineers.
The Power Utility Assistant Engineers are getting basic pay Rs. 12,090 with grade pay Rs. 5400 as compared to Haryana State Assistant Engineers getting Rs. 14,880 with grade pay Rs. 5,400.
The Assistant Engineers in the power utility were getting 6 per cent higher salary than the State Government Assistant Engineers in the 5th Pay Commission due to arduous nature of duties. The pay scales of engineers need to be rationalised.
Further it was decided to restructure the utilities after every 5 years after the unbundling of HSEB but the Power Utilities have not been restructured since the last 12 years in spite of load growth, retirement of the employees, increase of the sub stations, transmission and distributions lines as well as power generation. Hence utilities need to be restructured.
Directors in the Power Utilities are being appointed for one year even they are at the stage of retirement at the time of appointment. Power Engineers want that such Directors should be retired at the age superannuation i.e. 58 years with no further extension so that genuine and dedicated power engineers in queue get their chance of promotion.
The posts of Engineer -in-Chief in utilities has been held in abeyance whereas in state government service, all PWD branches i.e. Public Health, Irrigation and B&R Department are still having the post of Engineer-in-Chief in the 6th Pay commission, which needs to be revived.
