Haryana Power Minister intervenes to settle issues of engineers

Haryana Power Minister Capt. Ajay Yadav asked the managements of power utilities to solve the long pending demands of engineers. 06 August 2011

THE POWER Minister was holding a meeting with the representatives of engineers of all the four power utilities in his office. The 18-member engineers delegation was led by R S Dahiya and R K Jangra President of HSEB Power Engineers Association and HPGCL Engineers Association. Power Minister was assisted by Managing Directors of utilities and other senior functionaries.

RS Dahiya said that the pay anomalies of engineers working in Discoms are still pending whereas other utilities HPGCL and HVPN have removed anomalies to some extent. It was assured by the Minister that all the pay anomalies shall be resolved. Power utilities were asked to put up the memorandums to the competent authority for approval shortly.

Regarding restructuring of Discoms it was informed that the utilities would be submitting their recommendations to the government in the next 15 days. HPGCL will be filling all the vacant posts of engineers in utility.
HVPN authorities said that a consultant has been appointed in this regard and it will be submitting report in a year. However, Minister asked the HVPN officials to expedite the report.

It was agreed in the meeting that appointment to the post of Directors in utilities shall be from serving engineer having at least one year of pending service before retirement. Dahiya requested the Minister that left out Chief Engineers should be upgraded to post of Engineer in Chief, a cadre post which had been held in abeyance by utilities.

R K Jangra and Hardeep Sangwan put a case of revision of allowances of thermal engineers which have not been done so for after the revision of pay scales. These included shift duty allowance, Hardship and project allowance and review of generation incentive scheme. The Minister asked the power utilities to look in to the matter and take suitable steps.

It was also decided to create Human resources cell in each utility to look after the man power requirements and their optimal use.
