Central Electricity Regulatory Authority has proposed amendment to the `Unscheduled Interchange Charges (UI) for over drawl of power to make it more costly and to maintain grid discipline.

The over drawl of power at low frequency is being made more costly and lower frequency of 49.5Hz is being raised to 49.7Hz.

The power drawl charges have been proposed for variation of frequency 0.01 instead of 0.02 and moreover over drawl of power below 49.7 Hz will attract penalty charges in form of additional UI charges. At present the lower frequency range goes up to 49.5 Hz.

The charges for the unscheduled interchanges (UI) for all time-blocks have been proposed to be worked as per the average frequency of a time-block at revised rates, where each 0.01 Hz step is equivalent to 8.25 Paise/kWh in the 50.2-50.00 Hz frequency range, 14.25 Paise/kWh in the ‘below 50 Hz to 49.80 Hz’ frequency range and 40.91 Paise/kWh in below 49.80 Hz

. The proposed charges at lowest frequency band at 49.7 Hz are Rs. 9 per unit against present charges of Rs. 4.03 per unit. At present charges of Rs.8.73 per unit are applicable at 49.5 Hz. and over drawl at frequency below 49.5 attracts penalty of 40% of UI charges in shape of additional UI charges.

Further UI Cap Rate has also been revised for generating stations. These has been pegged at 407.25 Paise/kWh for all generating stations using coal or lignite or gas supplied under Administered Price Mechanism as the fuel, in case when actual generation is higher or lower than the scheduled generation. UI Cap Rate shall be 450.0 Paise/kWh for the under drawls by the buyer or the beneficiaries in excess of 10% of the schedule or 250 MW, whichever is less.
UI Cap Rate shall be 450.0 Paise/kWh for the injection by the seller in excess of 120% of the schedule subject to a limit of ex-bus generation corresponding to 105% of the Installed Capacity of the station in a time block and 101% of the Installed Capacity over a day.
