PSERC revises schedule of fees upwardly for various services

PSERC has increased the fees ten times for individual consumers other than open access from Rs. 500 to Rs. 5,000 and to Rs. one lakh for open access consumers. In case of licensee this fee has been doubled to Rs. 20,000 and for other than individuals to Rs. 10,000/.

Fee for processing the determination of tariff for supply of electricity by generating company to distribution licensee it is Rs. 5000 per MW subject to minimum of Rs. 2 lakhs, for transmission of electricity processing fee is Rs. 25 lakhs, wheeling charges processing fee Rs. 10 lakhs and for retail sale of power fee is 0.025 per cent of revenue receipt in a year.

The approval of power purchase agreement from conventional power plant is Rs. 7,000 per MW subject of 10 lakhs and for non-conventional sources the processing fee is Rs. 2,500 per MW subject to minimum of one lakhs.

For grant of trading licensee initial fee is Rs. 5 lakhs and annual fee depends upon the volume of trading power. Fees for deemed transmission licensee is Rs. 25 lakhs.
A PSERC official said this has been necessitated due to increase in commission’s expenditure including salary of staff. The annual commissions expenditure is around 6 crore.

PSERC has also proposed hiring of consulting agencies for fuel audit of PSPCL's thermal plants and engagement of consulting agency to assist the commission in framing the guidelines for preparation of load forecasts, power purchase and procurement planning.
