Work of 66 KV sub-stations in Punjab is on hold

The works of 66KV sub stations are on hold at the Punjab State Transmission Corporation (PSTCL) and Punjab State Power Corporation (PSPCL) due to ongoing tussle between the two companies.

28 engineers of PSTCL including one Chief Engineer ,6 Superintending Engineer, 11 Executive Engineers and 10 Assistant Executive Engineers/Assistant Engineers are on road for the last ten days and are sitting idle in their houses and awaiting elusive posting orders from either of two utilities. Besides engineers more than 300 supporting staff was also transferred.

PSTCL in its order no. 594, 610 and 611 transferred the officials along with posts consequent to the transfer of 66 KV works to Punjab State power Corporation Ltd. (PSPCL) as per the recent decision of Punjab Government.

The government I n its transfer scheme at the time of unbundling of PSEB has awarded works related to 66KV and below to PSPCL. Somehow PSTCL continued to do procurement and erection of 66KV substations. After intervention by state government PSTCL transferred the officers and posts and relieved the officials.

PSPCL refused to accept the staff along with posts on the plea that it has no power to transfer the posts. A meeting between CMD’s of both companies was held on November 22 wherein it was decided to keep the order held in abeyance pending settlement of dues. It is reported that PSTCL is to pay more than 105 crore to PSPCL.PSTCL had reportedly agreed to pay interim amount of Rs. 45 crore. NOW PSTCL is not even honoring the decision of meeting.

The work of all the 66KV sub station is on hold for the last 27 days when it was decided to handover the 66KV system to PSPCL.
