Agenda Points for AIPEF executive meeting
1. FAILURE OF POWER SECTOR REFORMS - SHUNGLU COMMITTEE RE...PORT AND FEED BACK REGARDING FRANCHISEE IN STATES
The prime purpose of enactment of E. Act 2003 was to achieve the financial revival of the power sector as a whole. In this objective there has been a massive failure with deterioration in financial condition of most of state discoms. GOI constituted Shunglu Committee whose report has recommended for introducing distribution franchise for 255 cities of the country. The various salient aspects of the Shunglu committee report will be circulated shortly. The report will be discussed.
2. PERFORMANCE ASSESSMENT OF RELIANCE POWER
a) Reliance group was awarded several 400 kV Transmission line and substation projects in the western region though competitive bidding process of GOI. Reliance group has refused to take up the construction work of the transmission projects awarded to it due to which there has been a serious setback to transmission system strengthening and development (western grid)
b) Reliance power was awarded 2x300 MW Yamunanagar thermal projects and 2x600 MW Hisar thermal projects in Haryana. The Yamunanagar project was commissioned in 2008 while the Hisar project was commissioned in 2010-11. Presently, 3 out of the 4 newly commissioned units of Reliance are in breakdown condition-
i) Turbine rotor of Yamunanagar unit 2 damaged on 25/9/2011 and sent to Baroda for repair.
ii) Serious failure of turbine blades of Yamunanagar unit no. 1 on 31/3/2012. Reliance / Shanghai have not yet taken up the repair work.
c) Unit no. 1 of 600 MW at Hisar under forced outage since April 2012 due to high vibrations in Turbine.
d. Case of abandonment of 4000 MW UMPP Krishnapattnam by Reliance after this project was awarded through competitive bidding.
e. Performance / feedback of working of Reliance in 2x600 MW Raghunathpur thermal project of DVC.
The performance / feedback of Reliance Group over the country needs to be compiled and consolidated for preparing a case for blacklisting of this group.
3. Performance / feedback of private sector generation projects recently commissioned such as 2x600 MW Lanco / Udupi Karnataka, 2x600 MW Lanco Anpara UP, 2x300 MW Lanco Pathadi MP.
4. Performance /feedback of IPP projects awarded by various state governments under MOU route, in contradiction to the tariff policy provision of competitive bidding may be discussed. The feedback regarding other private sector projects awarded through bidding also may be analysed. Some of the projects are Karchana, Bara projects in UP awarded to Jaypee group, Talwandi Sabo project awarded to Sterlite in Punjab etc.
5. Fuel related issues including cases of new projects commissioned but not operating due to fuel shortage.
6. Recent decision of Haryana Genco to handover the operational units of Panipat Stage-1, 4x110 MW to private party and Generation Franchisee in Maharashtra.
7. Analysis / review of financial condition of State Discoms and Gencos / Transcos
8. Discussion on GOI policy for large scale import of nuclear reactors including 10,000 MW Ratnagiri project.
9. Mobilisation and Action Programme againts Failure of so called REFORM PROGRAMMES & backdoor PRIVATISATION through FRANCHISEE.
