There is an urgent need for Revision of DOP
1 .DOP 45(i)a : To procure computers and related items against rate contract, through limited tenders or through spot purchase committee.
The power has been entrusted with only one office of SE(IT) thus making all other offices of PSTCL dependent upon one office . This makes the process so sluggish that purchasing a printer/ scanner or PC or LAPTOP becomes an arduous task. Individual offices as per DOP for office T&P should be allowed to purchase these items which are of ordinary use these days.
2. DOP 117 : To sanction purchase of Typewriters for themselves and offices subordinate to them
Typewriters are not used these days and use of PCs has been approved in all the offices. The PC is just an electronic Typewriter. This power should be revised to sanction electronic Typewriter with printer i.e. PC with Printer
3. DOP 115 & 116 : To sanction the hiring of Typewriter of approved pattern for use in their own office and offices subordinate to theme.
As use of Typewriters has been replaced with use of PCs & Printers these DOPs should be revised accordingly to allow hiring of PCs & Printers instead.
4. DOP-95 : To sanction non recurring expenditure chargeable to contingencies where no specil power is prescribed in rules.
The provision under Note 2 para 3) should be revised according to present day hot and cold weather arrangements. It should be revised as :
Purchase of charcoal------------ purchase of room heater
Purchase of wood----------------obsolete
Purchase of surahies gharas etc.----------------purchase of refridgerators, water coolers,water purifiers
5. DOP-92: To sanction installation of new Telephones.
As getting new tele phone conncetion is not that big job as it used to be in old days so this power should be delegated to SE office. Use of internet connector/dongle of any company suitable for that particular area until the permanent broadband connection should be entrusted with Sr. XEN like at new establishments in remote / isolated areas like 400 kv sub stations.
6. DOP 59, 59a,59b :To issue work orders & to negotiate Annual Maintenance Contract.
The power delegated to issue work order is just 2.5 lakh at CE level which is totally irrelevant in the present market situation. It should be revised many times.
AMC clause needs to be revised to cover all cases of cleaning of road & pathes, colonies, office complexes, mess, guest houses, horticulture etc.
7. DOP 102 : To sanction purchase of office furniture.
Under this DOP clause b) SE has full power against rate contract. As per rate contract signed with M/S Godrej only HOD can make such purchases which is in violation of this DOP. To expedite the purchases SE office should be entrusted with this power. CE office otherwise also has full powers to purchase furniture even from the open market
8. DOP-124 :Replacement of unserviceable bicycle.
It is obsolete
9. DOPs : RATES
Overall rates under all delegation of powers need to be revised in accordance with the present market situation,inflation and hike in work rates etc. .
So please revise DOP to make it realistic and relevant for proper execution of works.
