PSEB Engineers Association protest last minute transfers

ROPAR: PSEB Engineers Association has protested the last minute transfers of engineers by the outgoing General Manager of the thermal plant.

The association in a letter to General Manager has pointed out well established precedents based on cannons of administrative propriety require that an outgoing head of department would refrain from making any administrative changes during last few days of his tenure.

Even yesterday he pressurized Superintending Engineer to transfer two engineers. The association has demanded that orders be cancelled immediately and leave the matter of administrative changes to his successor.

Earlier more than 135 engineers of Ropar Thermal Plant in a letter to PSEB management had expressed complete no confidence in the General Manager of the plant whose working is destroying team spirit at plant during his tenure at thermal plant. The letter states that the board management has been kept apprised of the working of General Manager during last one year whose prime aim is to avoid responsibility.

According to a senior official the family pension of SS Pahwa Add. SE who expired in March 2008 has still not been approved by GM of thermal plant. He had been raising objections in writing and verbally and not clearing pension file for the last one year to settle the scores with engineers alleges engineers.

Another senior official of the plant alleged that the present GM has set up a bad precedent of giving costly gifts to factory inspectors after collecting the money from contractors working in plant.

It is not surprising that the performance of thermal plant for the year 200-09 has gone down due to demoralization of engineers. The plant load factor of thermal plant has gone down to 87.09 percent this year against last years PLF of 88.60 percent. It may be mentioned that the performance of plant had been improving for last five years.

According to sources GM had been issuing letters to various Superintending Engineers alleging shortcomings and defects in their working to avoid his own responsibility. However Member Generation in a recent letter to General Manager has advised him not to shirk responsibility.
