Based on 25 years experience, I wish to put up few suggestions for improvement of Boards’s working.

1. Due to prevailing shortage of staff and declining work culture all ALM's should be authorized to work as LM's. It will improve working infield and tendency of employee's to shirk work will be controlled. All the LM's be given responsibility of execution of works at site because JE's have hardly any time to watch it. JE' should arrange for the material and watch overall supervision of the area under his control including def.amount and theft of energy, line losses, sealing of consumer meters etc.

2. As in case of MS and LS connections sealing of meters is done by AAE/AE/AEE/Sr.Xen, and also monthly readings are recorded by these officers respectively. There is hardly any connection in the state of missing seals for these categories of consumers. Also there are very few cases of theft with indulgence of these officers/officials by tempering the seals provided by themselves and no officer/official will dare to do so. So it is suggested that if meter readers/meter inspectors are issued sealers and held responsible for sealing at least DS consumers, there will be virtually no conn. unsealed and with Naked Joints within two months in the state, also key exceptions will be reduced to minimum also field offices will not adhere to false key exceptions.

3. It is suggested that meter inspectors of the Board be issued Code to draw material from store, so that they could draw PVC, PVC tape, seals from the stores and be held responsible for covering naked joints rather than merely reporting in the register, which often remains unattended by JE’s due to shortage of staff and other reasons, causing increased theft of energy.
4.For detection of theft by other wings field officers AE/AEE should not be held responsible unless otherwise there is a proof of there malafide intention/indulgence in theft. Officers should not be held responsible if any other employees JE/LM/ALM are encouraging theft. These days many officers prefer to ignore misconduct of their subordinates fearing that the will also be suffering, in case of reporting to the higher authorities.

5.Short assessment by IA’s should not in general be taken as ,responsibility of RA/SDO’s as IA’s solely deputed to do this, they do, not have to attend hundredss of consumers visiting S/D for various kinds of complaints. IA’ should also be asked to defend cases in the court. Officer of even Rank of CE’ are responsible for the cases of theft etc. detected by them in the courts, than why the audit party is exempted for the cases of short assessment, charged by them to consumers. This is causing unnecessary debiting of amount just for the sake of progress.\
