PSEB engineers claim bias in ACRs

PSEB Engineers’ Association of the Guru Gobind Singh Super Thermal Plant (GGSSTP) in Ropar, has expressed anguish over the ‘tinkering’ of Annual Confidential Reports (ACRs) of engineers by the outgoing general manager of the thermal plant K K Sood.
In a resolution passed during the meeting of extended council of the association, the engineers said their worst fears came true when the information obtained by the association through an RTI application revealed that the ACRs of engineers had been tinkered with by Sood who retired on May 31.
“The worrisome aspect in the whole situation is that the tinkering has been allowed despite a submission of mass memorandum by GGSSTP engineers to the Board management requesting to restrain the general manager from writing ACRs for this year,” the council said.
“The council was shocked over the ACR given to Senior Vice-President of the association S C Chabba, known for his crusade against corruption which resulted in a financial gain of crores to the Board due to his zero tolerance on corruption in the civil maintenance circle of thermal plant,” members of the council added. Chabba, however, has been under rated and classed average by Sood.
The Council asserted the achievements of Chabba, particularly the plugging of breach of micro hydel channel in time was completely ignored while marking him.
Claiming bias in ACRs, the engineers said, “More disclosures under the RTI Act would completely demoralise the engineers cadre, especially those who took a stand against the wrong policies of Sood. They would fear becoming likely victims of vindictive functioning.”
